Inside Africa's War on Terror

The rendition of detainees between Kenya, Somalia and Ethiopia already exposed through the work of human rights organisations has only served to show part of the problem that is taking place in the region. According to spokesman for Cageprisoners and former Guantanamo Bay detainee, Moazzam Begg,

“Cageprisoners is alarmed by Guantánamo-style prisons being set up and utilised in the Horn of Africa after documenting a series of abductions in which men, women and even children were unlawfully detained. The seizure of civilians, the usage of converted metal shipping containers as holding cells and summary court hearings used to charge those rendered to Ethiopia as ‘illegal combatants’ bears particular resonance with the notorious ‘processes’ established and practiced in Guantánamo Bay.” What is particularly harrowing about these detentions though, is the extent to which there has been foreign involvement in the detention and interrogation process, but further in the torture that has taken place. Released detainee, Safia Benaouda states,
“…the torture was clearly being planned and orchestrated by the Americans or other western interrogators, as it was only them who were doing any of the interrogations. It was only westerners who were interrogating me while I was in Ethiopia and according to all the info i got from others who were interrogated, it was only westerners interrogating them too, never Ethiopian.”
Any semblance of international humanitarian law and human rights law has been refused to those that have been detained and again the War on Terror has placed detention without due process above protecting the rights of men, women and children.
[/fusion_text][/fusion_builder_column][fusion_builder_column type="1_2" spacing="" center_content="no" link="" target="_self" min_height="" hide_on_mobile="small-visibility,medium-visibility,large-visibility" class="" id="" background_color="" background_image="" background_position="left top" background_repeat="no-repeat" hover_type="none" border_size="0" border_color="" border_style="solid" border_position="all" padding="undefined" dimension_margin="undefined" animation_type="" animation_direction="left" animation_speed="0.3" animation_offset="" last="no"][fusion_text] Inside Africa's War on Terror free download [/fusion_text][fusion_code]W2FkZF90b19jYXJ0IGlkPSZxdW90OzIzNDc5JnF1b3Q7XQ==[/fusion_code][/fusion_builder_column][/fusion_builder_row][/fusion_builder_container]

Foreign nationals rendered to Guantanamo Bay-style detention and abuse in Ethiopia report

April 16, 2007
[fusion_builder_container hundred_percent="no" hundred_percent_height="no" hundred_percent_height_scroll="no" hundred_percent_height_center_content="yes" equal_height_columns="no" menu_anchor="" hide_on_mobile="small-visibility,medium-visibility,large-visibility" class="" id="" background_color="" background_image="" background_position="center center" background_repeat="no-repeat" fade="no" background_parallax="none" enable_mobile="no" parallax_speed="0.3" video_mp4="" video_webm="" video_ogv="" video_url="" video_aspect_ratio="16:9" video_loop="yes" video_mute="yes" video_preview_image="" border_size="" border_color="" border_style="solid" margin_top="" margin_bottom="" padding_top="" padding_right="" padding_bottom="" padding_left=""][fusion_builder_row][fusion_builder_column type="1_2" spacing="" center_content="no" link="" target="_self" min_height="" hide_on_mobile="small-visibility,medium-visibility,large-visibility" class="" id="" background_color="" background_image="" background_position="left top" background_repeat="no-repeat" hover_type="none" border_size="0" border_color="" border_style="solid" border_position="all" padding="undefined" dimension_margin="undefined" animation_type="" animation_direction="left" animation_speed="0.3" animation_offset="" last="no"][fusion_text] Reprieve and Cageprisoners are deeply concerned by further reports of abuse, disappearance and Guantánamo Bay-style imprisonment of foreign nationals in Ethiopia. In January and February, at least 88 men, women and children were rendered from Kenya to Somalia. A unknown number were subsequently rendered on to Ethiopia. Ethiopia has now acknowledged custody of 41 of those prisoners. The other 47 remain missing. Ethiopia appears to be copying the unacceptable and unlawful treatment of prisoners practised by the United States in the global war on terror: incommunicado detention, cross-border transfers without judicial proceedings, secret hearings by military officers without opportunity for prisoners to call witnesses or present a proper defence, the outcome of which is indefinite imprisonment, and abusive conditions and treatment. Reports indicate that the United States and other western intelligence agencies are taking advantage of these conditions to conduct interrogations, contrary to obligations under international law. Furthermore, information obtained by Reprieve and Cageprisoners indicates that the United States has been involved in prisoner capture, interrogation and detention from the very beginning, and may hold sway over the fate of individual prisoners. Beyond the Law: The War on Terror’s Secret Network of Global Detentions

December 1, 2006

CagePrisoners identified over 100 secret prisons used in the War on Terror in its report Beyond the Law: The War on Terror’s Secret Network of Global Detentions.

Revealed: Over 100 Prisons identified worldwide for illegal detention in ‘War on Terror’

Disappearances in the War on Terror have formed an integral part of the Bush administration’s programme of secret detention. This latest report by Cageprisoners: Beyond the Law: The War on Terror’s Secret Network of Global Detentions, highlights the wide-reaching extent of those countries that house these detainees, generally at the behest of the US government. The report shows that out of the 120 prisons identified worldwide, 72 have been, or are currently being used by the US to interrogate detainees.

By piecing together statements of released detainees, work of investigative journalists and human rights organisations, we provide the most definitive and up to date list of prisons used in the ‘War on Terror.’

Commenting on the findings of the report, Manfred Nowak, UN Special Rapporteur on Torture, wrote, “…Cageprisoners publishes a comprehensive report which reveals the systematic practice of enforced disappearances in a global network of secret places of detention.”

Further the Chair of the British Institute of Human Rights, Geoffrey Bindman, states that in the policies of the War on Terror,

“This report is directed at one glaringly disgraceful element in that strategy: the detention without charge or trial and the physical abuse of those suspected of involvement in terrorism.”

The release of the report aims to catalyse the process of bringing transparency to a situation deliberately shrouded in obscurity. Deliberately denying prisoners access to open courts or any semblance of justice, whilst being tortured and coerced into giving false confessions is not befitting of any civilised society. It is imperative that transparency swiftly be brought to this process, so that the innocent can pick up the remains of their shattered lives and be returned to their loved ones.

[fusion_button link="http://www.cage.ngo/wp-content/uploads/2014/06/Beyond-the-Law-prison-list.pdf" title="" target="_self" link_attributes="" alignment="center" modal="" hide_on_mobile="small-visibility,medium-visibility,large-visibility" class="" id="" color="default" button_gradient_top_color="" button_gradient_bottom_color="" button_gradient_top_color_hover="" button_gradient_bottom_color_hover="" accent_color="" accent_hover_color="" type="" bevel_color="" border_width="" size="medium" stretch="no" shape="" icon="" icon_position="left" icon_divider="no" animation_type="" animation_direction="left" animation_speed="0.3" animation_offset=""]Download the list[/fusion_button]

[fusion_button link="http://www.cage.ngo/wp-content/uploads/2014/06/Beyond-the-Law-map.pdf" title="" target="_self" link_attributes="" alignment="center" modal="" hide_on_mobile="small-visibility,medium-visibility,large-visibility" class="" id="" color="default" button_gradient_top_color="" button_gradient_bottom_color="" button_gradient_top_color_hover="" button_gradient_bottom_color_hover="" accent_color="" accent_hover_color="" type="" bevel_color="" border_width="" size="medium" stretch="no" shape="" icon="" icon_position="left" icon_divider="no" animation_type="" animation_direction="left" animation_speed="0.3" animation_offset=""]Download the map[/fusion_button]

Download the report: [fusion_code]W2FkZF90b19jYXJ0IGlkPSZxdW90OzIzNDg4JnF1b3Q7XQ==[/fusion_code]

The report consists of a list of detention facilities, an accompanying document to explain the terms and provide analysis of the findings, and finally a map, pinpointing the network of ghost detention sites worldwide.
